Dear Cycling Associations
As the 2006 cycling competition season
gains speed, USA Cycling would like to work with your associations again on providing
the best cycling experiences for the riders! USA Cycling received a lot of
positive feedback in 2005 from riders who were able to use their association’s license
to obtain the same categorization with USA Cycling.
USA Cycling would like to continue
this process for 2005 with the following provisions:
Recognition of Rider Categories
In general, USA Cycling will recognize
a rider’s category if the rider is currently licensed with the American Cycling
Association (ACA), Oregon Bicycle Racing Association (OBRA), American Bicycle Racing
(ABR) or California Bicycle Racing (CBR).
Category 1
A rider holding a current license
or a license that has expired within the last six months from ACA, ABR, CBR, or
OBRA, as a Cat 1 who wants to purchase his or her USCF license at a Cat 1 level
will need to apply for a Cat 1 license directly to USA Cycling. This can be done
by contacting the USAC Technical Director, Shawn Farrell (sfarrell@usacycling.org),
or by requesting an upgrade using an online account. This is consistent with
how USA Cycling members apply for a Cat 1 license.
Category 2 and Below
A rider holding a current license
or a license that has expired within the last six months from a non-USAC association
may apply for the same categorization up to and including Cat 2 when applying for
a USCF annual license. Riders can apply on-site at USAC events, by mail or
on-line. A copy of the rider’s association’s license will need to be shown
on site at an event, faxed or mailed to USA Cycling.
One-Day Licenses
National Championship eligibility
All riders will be required to have
a current USCF license in order to compete at all USCF National Championship events.
Disciplinary Procedures
In order to maintain a reciprocity agreement, a non-USAC association
must agree to honor all disciplinary suspensions issued by USA Cycling, the UCI,
USADA, or WADA.
It is our hope that through this program
we will continue to make a positive difference in the racing experiences of all
riders. It is the intention of USA Cycling to work with associations and promoters
to grow and strengthen the entire sport of cycling in the United States.
